Associate
As a member of the CH& Land Use group, Isaac advises developers, property owners, businesses, and public entities on land use and environmental matters affecting projects throughout Washington State. He helps clients navigate complex zoning, permitting, and development regulations to move projects efficiently from planning through approval.
Isaac’s practice includes project permitting, land use code compliance, environmental review under SEPA, design review and land use appeals, comprehensive plan amendments, and Growth Management Act matters. He represents clients on a wide range of developments, including multifamily housing, warehouse and logistics facilities, commercial projects, educational facilities, and high-end residential developments in urban, suburban, and rural jurisdictions.
Before entering private practice, Isaac gained valuable experience working on land use and environmental matters as a Legal Extern with the Seattle City Attorney’s Office Land Use Section and the Master Builders Association of Pierce County. In those roles, he worked on issues involving impact fees, Growth Management Act planning, Shoreline Management Act compliance, SEPA procedures, and proceedings before the Seattle Hearing Examiner.

- Successfully represented Washington State’s largest school district against SEPA and code departures appeals.
- Successfully represented a builders’ association in beneficial settlement agreements regarding the implementation of suburban tree code regulations.
- Successfully represented national and local industrial developers with project permitting and nonconforming development issues in multiple Washington state jurisdictions.
- Assisted commercial and residential clients in establishing use rights for both nonconforming and new uses.
- Secured comprehensive plan amendments for clients in jurisdictions throughout Washington State.
- Successfully assisted clients with compliance issues under Seattle’s Industrial and Maritime Strategy.

Personal
Isaac volunteers with his children’s sports and school activities and sings in his church’s choir. He lives in Seattle’s Greenwood neighborhood with his wife, two sons, and a Tibetan terrier named Gene Parmesan. In his time outside work, Isaac enjoys family walks, reading, following local politics, and following Seattle sports teams. Isaac is fluent in German.
