Washington UTC Moves Toward Final PURPA Rules

Comments on the proposed rules are due on April 1, 2019.
CH& has determined that Property-Assessed Clean Energy (“PACE”) legislation can be adopted in Washington without violating the Washington Constitution’s prohibitions against gifts of public funds and lending of public credit.
On April 11, 2018, Seattle Mayor Jenny Durkan signed legislation authorizing Seattle City Light to enter into long-term energy conservation contracts for up to 30 commercial buildings using the innovative Metered Energy Efficiency Transaction Structure (“MEETS”).
Written comments are due by April 13, 2018, and the UTC will hold a public workshop on the proposal on May 14.
On May 17, NorthWestern Energy issued a Request for Proposals (“RFP”) for renewable energy projects to meet NorthWestern’s statutory obligation to acquire 65 MW of renewable energy projects that are small (25 MW of capacity or less) and that are locally owned.
